Russian Children’s Rights Commissioner Mr. Pavel Astakhov told journalists after his meeting with State Duma Speaker Mr. Sergei Naryshkin, that a moratorium on the adoption of Russian children by French couples should be put in place until all issues pertaining to the legal recognition of gay marriage in France are resolved
President Francois Hollande promised to legalize same-sex marriage during his election campaign have now signed legislation to this effect on May 18. The law also allows such couples to adopt children. The first official same-sex wedding took place in the city of Montpellier in southern France on Wednesday.
Mr. Astakhov said Russian lawmakers should amend the Russian-French adoption agreement to take this new element of French legislation into account. He also believes that the Education and Science Ministry should impose a moratorium on French adoptions until this issue is resolved at the legislative level.
